WARNING: PHE update not downgradeable

Just tried to downgrade the Note 7 after updating to PHE and it's a no go.
Message on the phone says: SW REV CHECK FAIL : [aboot]Fused 2 > Binary 1

I don't think I'm doing anything wrong. I've upgraded and downgraded with Odin a few times before without any problems.
I've tried both PH3 and PH9 firmware versions.
It's not looking good for rooting...
