Stock 6.0.1, Rooted and Only ~9GB Usable Storage ? Normal?

I have a rooted 32GB Note 5 (Sprint) running stock 6.0.1 (N920PVPU2BPC3). Haven't installed any apps. Is it normal to only have ~9 or so gb of usable storage space left?
